You can do it in 2 parts. Have a small ceremony in Germany with close family and friends, then have a secondary cow exchange in Vietnam with the whole party. My cousin did something similar. A small one in Canada with family and friends and a big one later in France with her husbands large extended family
in my country, we usually have wedding for both side of the family. especially if you live far away.

Do paper work in Germany! And have a party in Vietnam. That would be a smart idea. Money saving and also paper work is tricky in Germany so you will have all papers in Germany only. I live in Denmark and one of my friends has done the same
