conflict of interest only came out for government employees in that area, you can't mark a civilian as being labeled the same as a politician, it's not the same, when a employee has a misconduct he gets warnings and then fired or taken to court, civilians haven't got the same powers as politician, if a politician gets a mark against him the crime higher then being civilian
