If you don't have lace, use scraps of fabric sewn together

Just made my own using this video and loved how it turned out!.. I Used 1 1/4in lace, 2 1/4in wide ribbon, and 1/2in elastic..(I'm plus size so used the wide ribbon to make everything look normal.)
Can these be made by hand sewing ?
Now I have to remake my garter I didn't do a feed through I did lace that's why I was having so much trouble sowing the elastic lmao
